Municipal bonds opened August on firm footing, gaining 0.49% and outpacing Treasury bonds through Thursday’s close. Interest rates declined as expectations for a Fed rate hike in September eased. New bond sales topped $18.7 billion, one of the heaviest weeks of new issue supply this year. Deals did well garnering solid demand as fund flows returned. Investors added $1.3B into municipal bond funds and ETFs last week, favoring long-term and high yield bonds. Robust demand should continue as August has been one of the highest months for bond reinvestments this year. As midterm election season heats up, state and local governments are turning to voters to weigh in on tax policy as legislators attempt to balance affordability and slower revenue growth. Last week, Missouri voters rejected a plan to phase out the state’s income tax over time while expanding sales and use taxes. We continue to monitor the tax policy landscape and believe there is a modest tailwind for municipal demand.
